On November 27, 2014 took place a meeting of Commission on economy and finance of the Interparliamentary Assembly of CIS countries

At the meeting it was reviewed the issue on expediency of preparation of Scientific-practical comments to the Model PPP Law. It was decided to review thi document at the next meeting of the Committee in May 2015 and in case of positive decision – to summit it for adoption of the Interparliamentary Assembly.

Irina Zapatrina, the Chairman of the Board of the Center took part in the meeting.

On November 26, 2014 in Tavricheskiy Palace (Saint-Petersburg) took place International conference “Perspectives of development of PPP legislation in CIS countries”

Organizers of the conference – Interparliamentary Assembly of CIS countries and EBRD. Among the participants of the conference were members of parliaments of CIS countries, developers of the model law, experts of EBRD, the World Bank, UNECE, UNCITRAL, French institute of international legal experts, representatives of PPP centers of the Russian Federation, Kazakhstan, Belarus, Moldova, Ukraine.

Irina Zapatrina, the Chairman of the Board of the Center has made a presentation at the conference “Perspectives of development of PPP legislation in Ukraine” and took part in discussions on Model PPP Law. f2

Meeting of Interagency work group on PPP development in Ukraine

After a long break it was renewed a meeting of the work group on PPP development under the Ministry of Economic Development and Trade of Ukraine. On November 24, 2014 took place the first meeting of the group with new members. The meeting was moderated by Roman Kachur, the Deputy Minister. The Center was represented by Irina Zapatrina, the Chairman of the Board and V’yacheslav Oleshchenko, a member of the Board.

On November 20, 2014 the Center on request of DTEK has conducted training-seminar “Application of PPP mechanisms as a basis for social development of territories”

The seminar took place in Pavlodar in the premises of Pavlodarvugillia. The training was conducted by Irina Zapatrina, the Chairman of the Board of the Center. Among the participants of the event: heads of local authorities and local government bodies of cities Pavlograd, Dobrotvor, Dobropoliye, Kurakhovo, Ladishyna, Ternovka, Pershotravnevska, Energodar, Kamenka-Bugskyi.

New issue of the PPP newsletter ‘PPP: EVENTS IN UKRAINE AND ABROAD’

We would like to inform that the 8th issue of the newsletter, prepared by the Ukrainian PPP Development Support Center to spread information about PPP related events in Ukraine and other countries, has been published.

On November 3 – 7, 2014 ADETEF (Agency for international technical cooperation under the Ministry of economy and finance of France that unites public sector experts in field of economy, finance and sustainable development) under the support of Ukrainian PPP Development Support Center has conducted a work mission to Ukraine aimed at studying the opportunities of implementation of projects on modernization (construction of new) water treatment plants in small cities of Ukraine based on PPP. Daniel Ludier, the French expert on PPPs in water and sanitation took part in the mission

In the framework of the visit it was conducted meetings with R. Kachur, the deputy Minister of Economic Development and Trade of Ukraine and O. Kucherenko, the Director of Department of the Ministry, S. Kushnir, the director of the Department of housing policy of the Ministry of Regional Development, Construction and Housing and Communal Services of Ukraine, V. Shandra, the head of Kiev Regional State Administration, Y. Zherlitsyn, director of Ukrainian Association of enterprises of water and sanitation Ukrvodokanaltechnologiya, Y. Radchenko, the director of SE PPP Center, representatives of Mayor offices, private sector, water utilities of Irpen and Fastiv.

On November 7, 2014 upon completion of the mission in the premises of the Ministry of Regional Development, Construction and Housing and Communal Services of Ukraine took place a Round table “PPP in water supply and sanitation”.

Among the speakers of the Round table: Iryna Ozymok, the head of the ADETEF representative office in Ukraine, Y. Radchenko, director of SE PPP Center, Daniel Ludier, French expert  with presentation “French policy in field of water resources, PPP forms in water and sanitation, N. Rudenko, director of Egis Ukraine, I. Zapatrina,  the Chairman of the Board of Ukrainian PPP Development Support Center. In the discussion took place O. Babiy, the director of LLC Belotserkivvoda, S. Naumenkova, doctor of economic sciences, professor, the head of banking department, R. Kundryk, the representative of P3DP of USAID, other participants of the event.

On October 21 - 22, 2014 in Geneva (Switzerland) took place International Conference "Public-Private Partnerships in the water and sanitation sector: an exchange of experiences between Europe, Central Asia, the Middle East and North Africa"

The organizers of the Conference - UNECE, the World Bank, the European Bank for Reconstruction and Development, the Islamic Development Bank.

At the conference it was discussed (conference program) the successful experience of implementation of PPP projects in water and sanitation sector, defined problems to  be solved, discussed the priority tasks on implementation of water-related Millennium Development Goals.

 Among the participants of the conference were Olena Kucherenko, the director of investment, innovation and PPP Department of the Ministry of Economic Development and Trade of Ukraine  and Irina Zapatrina, the Chairman of the Board of the Ukrainian PPP Development Support Center. They have made a joint presentation: Public-Private Partnerships in Ukraine: importance, bottlenecks and prospects.
