On July 31, 2012 OJSC Federal Centre for Project Finance that belong to the Group of Vnesheconombank of Russia has won the competition for provision of consulting services on formation of construction and exploitation design of the 4th line of Kyiv metro

The project is the first experience of large-scaled transport infrastructure development project in Ukraine based on PPP mechanisms. Co-performers of works under the Project are State Corporation «Bank of development and external economic activity» («Vnesheconombank»), engineering company AECOM, law firm «Gide Lourette Nouel East», «Ukrainian Public-Private Partnership Development Support Center», LLC «Law firmа «JurEnergoConsulting».

The project provides for construction of 2 lines of 12 km of total length. It is planned to build 12 stations including 2 interchange stations. According to preliminary estimations the scope of investments may total about UAH 11 billion (about USD 1,5 billion).

The main goal of providing services is assistance to Administration in all aspects necessary for the successful preparation of Project and its implementation by attracting private investor at PPP conditions.

In particular, OJSC Federal Centre for Project Finance together with co-performers will provide services on development of financing scheme and business plan, criteria of competition, organizational-legal scheme, preparation of bidding document and PPP Agreement as well as technical aspects of the Project.
